The College I work at, you pay a base amount to take 12-18 credits. Take less, pay less. Take more, pay more. Perhaps this University should consider a plan like that and not punish someone for using the system they designed. If there is no cap on how many credits one can take based on the price of tuition, they have no case.

I don't think so, Edward. A minor is a minor. You don't leave a minor sitting alone in the parking lot of a bar at 2:30 in the morning. OK, he's 17 -- almost an adult. But if a 17 year old is almost as responsible as an adult, than a 16 year old is pretty near close to being 17. Where do you draw the line? 15? 14? Some 13 year olds may be more responsible than some 30 year olds, but they are still a child. The law draws the line at 18.
