That's an optical illusion, Bill, that building is on level ground. The hill runs down away from it - you can see where they built up the ground to grade for the second building, the one with the air traffic control tower, and also see where they flattened out the start of the runway at the far left. So, from camera, the hill runs down, flattens out, then turns downward again.
