Considering the length of the train itself it's most likely a local train, going between a handful of small villages at most. Architecture on houses etc hints at rural Japan, possibly China, and so does the characters on the front of the train, though too faint to make out.

Oh the delicious irony, they couldn't even spell Bram Stoker's name correctly :P
