The bubbles of methane are actually methane hydrate which is "frozen" underneath the ground at the bottom of the ocean. It is formed when bubbles of methane are trapped in water ice crystals and in specific conditions, the methane can be released causing these bubbles. It isn't just a random source of methane coming from the water, it's already in the sedimentary rock underneath the ocean.
