The clue here is in the use of the words 'older cities', Phoenix and Montgomery are not older cities where rapid expansion happened as a result of the industrial revolution. Typical american-centric thinking. The reality is that this theory holds true for the cities where the industial revolution genuinely began, most particularly the northern cities of the UK like Birmingham and Leeds and similar conurbations in Germany, France and Northern Italy.
