How sad for them and the heartache their parents must have felt! Government rarely knows better, hopefully its' resources were spent to the girls' advantage. Annette seems particularly spunky in the toddler pic - and I imagine is still so today. I'm sorry for your loss Annette. I wish you happiness until you meet up with your sisters again.
