As it is, the eye surgery makes her look like any other Asian who has natural double lids. Also, sometimes those with monolids will "change" into double lids over the course time w/o tape or plastic surgery. It's a fallacy to say Asians want to be more Western, more often than not it's due to pressure by family (yes, even at this young age) or a desire to to follow trends and ultimately be more attractive.
