In case you know a few birds, the ones selected by Fodors seems not so weird. The arctic tern, the european nightjar, Vampire ground finch the common swift, the hooded pitohui and may others ... there are so many birds that are interesting, that Fodor's selection just seems arbitrary...

The IR signature should be low enough to avoid thermal lock on.. the radar cross section should be low enough to make radar lock on significantly difficult.. With no high speed or high maneuerability, it may easily operated from a remote pilot. Not to be used withotu air supremacy.. as the contrails may easily guide enemy fighter to their targets...
Hm... as a person very patient on some matters, i would suggest to use the "Golden State Killer"-approach... Feed the DNA of John Doe to one of many that sites that allows people to send in their DNA and find long-lost relatives... and Check for relatives... and in case no direct match is found wait until one of his relatives will find him... By the way i would start feeding every's John Doe's DNA to these databases...
