Why is TV 29.97 frames per second?

Have you ever wonder why in North America at least, TV is set 29.97 frames per second? Matt Parker of standupmaths took a look at the historical quirks that gave this "disturbing" result (for North Americans... while in Europe it's a comfortable 25 fps)
