Top Gear looks at the requirements for getting a driver's license in different countries. I know from our exchange student that you cannot apply for a permit in Germany until you are 17, and then you must take lessons from a professional. Other nations have varying regulations. In Vietnam, it is illegal to drive on a foreign license. If you are caught, there's a fine of 1000dong, or $9.50. In the U.S. we'd call that a "toll." new drivers must have two years of training in France. And in saudi Arabia, women can't even get licenses.
