Update: This is still an unknown object. Rob at the What Is It? blog researched every guess and found no definitive answer. So we decided to select two winning funny answers! Pismonque said it is "an ingenious device to mechanically reproduce the sound of one hand clapping." That's good enough to win a t-shirt from the NeatoShop! And Joseph Francis said "You cast it like a fishing rod and it scratches the back of someone on the other side of the gymnasium. I forget what it's called." I believe the tool could be used to tighten cloth or canvas webbing straps around right angle corner like on a chair or furniture frame. You press down with your left hand on the strap with the teeth and the circular cam is placed against the edge of the chair frame, by pressing the handle down with your right hand the strapping of 1 inch material is pulled very tight then it could be nailed in place.

I believe it is also related to the furniture chair industry to stretch the springs of the under support frame that is why it has a straight across set of teeth that pull the spring against a right angle frame by the above mentioned cam action.
I found a picture of a wooden modern lever spring stretcher Osborne# 28 in the UK that will pull a spring
