Stupidity Is Not A Disability

A redditor from South Africa snapped this photo of a sign telling people that "Stupidity is not a disability" in front of a disabled parking space.

Now here's the puzzling thing: why are there 5 fire extinguishers on the wall?

Maybe it's a fire extinguisher outlet store?

Maybe it's a safety/fire themed cafe?

Maybe there are five different businesses here, none of whose owners are on speaking terms, and so they each maintain their own fire extinguisher.

Maybe they're some kind of funny-looking pay phone. you put the nozzle to your ear, and speak into the pressure gauge dial.

Actually stupidity is a disability. However, it is not a physical disability and as such isn't one that would allow you to use that space.

Oh and Dan, the "intenational" colour code is not in use in all countries. In the UK for example all new extinguishers should be red, with a small coloured label to indicate their type. However as many have pointed out before Joe public won't generally know the colour code and it is therefore much better to have written instructions.

There are 5 kinds of extinguishers used in workplaces: water, foam, CO2, dry powder and halon, for different types of fires. The nozzles seem to match the types, but I don't see the international colour code. Anyone know if there's a weird SA gov't reg that at some businesses and gov't offices all types need to be available?
