My guess is that it is a Fire Starter. There is asbestose under the wire, which holds the fuel and does not burn.

Someone else said bedwarmer, interesting but I don't think that's what it is, although possible.
It appears to be some sort of clothes iron, or something used to place warmth onto something, while still being able to control it with the handle.
