Maybe, maybe not, @GailPink. Back in the day the networks were more willing to give a show time to develop. They probably also were more thrifty in the sense of "it's been filmed, why not use it?" Heck--people only had three or four other choices of what to watch, so the ratings were probably way higher than a "bad" show today.
Also, one would have to argue about what makes a show "worst". Bad production quality, poor actors, or just stupid premise?
