Sebastian prefers to spend his life underwater because he's always hated going to the shore, mostly because there's always somebody there who tries to turn him into tomorrow's lunch. But the seagulls are the least threatening of all the predatory creeps lurking around the coastline, and even a little crab like him can handle a swarm of seagulls because they're not very bright birds. Ariel has warned Sebastian about how delicious he is to the surface dwellers, and the seagulls certainly caw with delight when they see him rise to the surface, but they're usually too busy fighting over ownership to notice he has slipped away!
