Update: the mystery device is a billiard cue trimmer and tip fastener. The first one to know the answer was Doug D, but unfortunately he did not select a shirt. The funniest answer came from The Professor, who called it a Genie Shovebackinner, you know, for getting the genie back into the bottle. That's worth a t-shirt from the NeatoShop!
