Technically, it's not vertical--the ball is still moving primarily on the x-axis. This has just switched the y and z axes. It's tipped on its side, but it's not really vertical.
Downtown Japan indeed!!! I saw this in downtown Osaka 4years ago, only not 10storeys off the pavement just 4-5. Apart from the guy actually controlling the ball on a tether its nice to watch during your 10minute lunch break!
