That's well and good that Nuts & Volts is the name of a magazine, but this shirt is a direct reference to the Hunger Games. Note the names Beetee and Wiress in the middle, also the use of District 3, which is where Beetee and Wiress come from in HG. Plus there's the "Tick tock" reference, which is what Wiress says to Katniss to clue her in to the fact that the arena operates like a clock. As far as I know this shirt has nothing to do with the magazine.
