I don't believe this would work as advertised: because if the exposure is set on the scene pre-flash, then the faces and background should be normally exposed and only the retroreflective clothing should be blasted to white if flash is used for that photo.

It appears that you got the barnd name wrong.
"Chinon" (not "Chino") seems to be the brand name: it's engraved into the badge on the front of the speaker and is quite prominent in the photo above.

Not a screen shot (Ctrl + Prt Scr), but an actual photograph of the monitor.
The reflection of the flash and lens distortion of the image are dead-giveaways.
It does prove however, that almost anything can be art.

The quokkas are very friendly on Rottnest Island, almost tame.
There are many signs up around the place warning you not to feed them and definitely don't take them home!
Maybe if the National Parks and Wildlife Service bred them for pets, they'd be an instant success?

Where I live (Sydney Australia), it would be "Newtown Style" or "Glebe style" or maybe even just "hipster style" for a less geographically precise name.
