India has a comprehensive national ID card now. On its introduction, a massive effort was made to record fingerprints and retinal scans of every person. Some people, particularly children under 10, the elderly and laborers in certain work areas, were particularly difficult to record. Some laborers had worn their fingerprints off to the point that the machines could not distinguish them (If they allowed the skin on their fingers to grow back, the fingerprints would have been restored).
Maybe they started reckoning their age in months while they were babies, and never stopped? 532 months is 44 years and change. It may be a count of menses, which would add another 12 years or so, depending on nutrition. This could make some of the lower ages, in the 200 range, still in the 30s.
"The thinking is that either taxes will cover the maintenance costs, or the city will keep growing and generate enough future cash flow to cover the obligations." This is the definition of a pyramid scheme. Things should not depend on a constant rate of growth.
I cannot adequately express with mere words how disgusting these 'foods' are, and I am not even viewing the video in full-screen mode. Excuse me while I engage in some interpretive dance . . . . . . OK. Get it? That stuff looked gross!
If it helps, 'doki doki' is an onomatopoeia for a beating heart, and is used as a synonym for becoming excited. It is also used in the sense of 'my heart beats faster for you'.
Even with the extra money, she's only brought to the edge of the poverty line. If the minimum wage had been linked to inflation, it would be over $10 per hour today. But, I am more in the mood for music and dance than politics, and so I present this:
