The best time to grow a beard is when they are in style, I guess, but that makes no difference at all if you can’t grow one. If you can’t by age 30, you probably never will. I can grow a beard/mustache OK, but on each side there's a 1-inch gap so the beard never touches the hair. I can't grow sideburns.
