Update: the pictured item is indeed a bicycle stand. Anker was the first with the correct answer, and wins a t-shirt front he NeatoShop. The funniest answer came from kkirkpat, who said, "It's a fancy banana stand. And everyone knows, there's always money in the banana stand!"

(not kidding) It actually looks like an old boot scraper. When people road horses in town, the roads would be full of droppings. Consequently, boot scrapers were placed at the front door, next to the mat. This way you wouldn't stomp the droppings into the mat when wiping your feet on it.
