Perhaps original instructions, but they've been re-typed using MS Word; the linebreaks are _horrible_ (a hallmark of Word) and I doubt a typesetter 80-ish years ago would have set a title centered, all-caps, underlined, italicized, with an exclamation point. All it's missing is some stars and a unicorn to tell you it is important....
