Star Wars, Episode I: The Time Lord Menace

I'm having trouble following the plot of this Doctor Who episode. I mean more so than usual. But also like a Doctor Who episode, it's great fun even when it doesn't make sense. Rick Kelvington, maker of the excellent Doctor Who/Star Trek mashup, brought the Doctor (#1, 2, 4, 5, 10, 11) into Episode I of Star Wars.

I understand very little, but I'm damn sure I'd pay to watch it! The only thing I thought was missing was the 3rd Doctor.
