@hmm...he's not fat, his breed is just fairly large. Look up Scottish folds sometime and you'll see. As far as him being neurotic, he's just a typical playful kitty.
Still, how do you know he's not neurotic? Are you a cat psychologist? Millions of years of evolution. They are not meant to be cooped up in some apartment. But ok. Neither are we and look at how we are living. ;)
