Geography Puzzle

Computer scientist Haym Hirsh wrote this puzzle. See if you can figure it out:

I am in one of the great capitals of Europe. I just learned that Bob, Carl, and I are in countries that share physical borders with each other. The official language of Bob’s country is Dutch, and Carl’s is Portuguese. It is 9:00am local time for both Bob and Carl.

Now: What is Hirsh's local time?

If by great European capital you mean New Amsterdam, Guyana, the time would be 8 a.m. You would be bordering the Portuguese speakers of Brazil, and Suriname which is (officially, anyhow) Dutch speaking. What do I win!?

He's in Paris, but, not accounting for daylight savings time, it's 14:00 CET. With daylight savings time, it would be 15:00 CET, and we can conclude that Carl is in the eastern part of Brazil. If this was between october 17th and february 20th, we could narrow it down to north east Brazil.
