It is a costelechon, for killing the thumb sized parasites that infest seamonsters. If you ever had a pet seamonster, you'd have this lying around as a memento. Unless it ate you.

That looks like a (very old version) of a calf weaning ring. Stick the pinchy-no-spikey bit across the nostrils of the calf, and the spikey bit pokes the cow in the udder, so she won't let it feed, and voila! Weaned.
