Actually looking at the what is it blog, that thing is 11" long, a bit big for a handcuff so I'm gonna guess it's a punishment collar, with the option to attach a chain at the front

That looks like a (very old version) of a calf weaning ring. Stick the pinchy-no-spikey bit across the nostrils of the calf, and the spikey bit pokes the cow in the udder, so she won't let it feed, and voila! Weaned.
