The Shags comes immediately to mind. The farting guy can't really be called "bad" as he is trying to make people laugh anyhow - he's trying to be bad (or disgusting, etc.). If someone is trying to be bad, I don't think that should count. The prank phone call guy shouldn't count either - those are bad jokes, not bad albums.
