The one in Madeley, Shropshire, has plenty of tombstones, but most of the actual bodies are down at the bottom of the hill. Up top, where the church is, the ground isn't suitable but people wanted to be "buried" in the shadow of the church. You also get cemetaries with no one in them. They don't do it because there isn't enough room though, they do it because they don't have enough money.
