The target audience of the &quot;shopping cart chair&quot; is usually a bunch of teens/college kids who already engage in several fairly innocent &quot;Illegal&quot; activities just trying to cope with always being broke. 
Ie underage drinking, weed smoking party types.
They aren&#039;t going to care that the cart is stolen.</description>

No one is going out and buying an expensive shopping cart to make into a chair. Even finding &quot;abandon&quot; ones doesn&#039;t make you the new owner.</description>

And there are feral trolleys - if they&#039;ve been in a canal for a couple of years the supermarket probably doesn&#039;t really want it back. At one point a firm I worked for had standing orders to filch the castors off feral trolleys so I could put them on giant furniture trolleys to double up on floorspace.</description>
