My guess is that it was a staged drive-around by the Street View car on a track day, or during a break on a race weekend. Based on the number of people close to the track and corners, it's definitely not a 'hot track' situation. Additionally there's no way the Street View mobile would be able to keep up with the cars ahead of it in the shots (and the view is too high for it to be from a racecar).
