From what I've been able to gather, this isn't the actual Ecto-1 from the movie, but a replica built for display at Universal. But, I could be wrong.

This was being drive on Fifth Gear in the UK about a month back, it gets gallons to the mile style fuel economy and you need planning permission,building permits and to notify merchant shipping in the area before you move the bugger

It's not an ambulance, it's a hearse. Transporting captured ghost's of dead people would most likely call for a hearse than an ambulance.
