I think that IMR is referring to the quota system whereby low-status groups in India have places reserved for them in colleges, universities, the civil service, and politics. These groups include "scheduled castes" (Dalits/untouchables) and "scheduled tribes". It's part of an effort to counter historical discrimination against these groups by the Hindu majority. It's an extremely hotly contested topic in India, as you can probably imagine.

If you have some free time on your hands, look up Bhimrao Ramji Ambedkar. He was a very cool individual who fought his whole life for human rights for the downtrodden.

WOW, following can happen next

1. Ask for reservation in colleges
2. Ask for reservation in politics's
3. Ask for reservation in job
4. Bring vice chairman as mouse
5. Bring Principal as snake

It will continue for ever and India can never progress with such fools. Any thing and everything is god.

From what I gather, this is one of those 'India - the country of snake charmers' report from CNN.
Most schools; in fact, all schools worship Hanuman. And not just him, many schools have more than one god, most popular being Ganesh (guy with Elephant head). However, it is unlikely that some one would officially make Hanuman the 'chairman' of school.

On another note: is it irony or a bad omen that a school of management is run by a monkey?

If an infinite number of monkey gods were given an infinite number of laptop computers, they would eventually write the code for a paradigm-shifting multimedia web browser.
