That road is set to be turned into a canal sometime in the near future, so the city thought it would be clever to paint the road blue to get everybody excited about the project. There's also a sculpture of a sinking car somewhere along that stretch of road.

the road used to be a canal, and will be dug up in the near future,this is done to get used to it.

Looking at Google Maps, the end of the "river" is at the end of a brook: http://maps.google.com/maps?ie=UTF8&ll=53.105896,6.081952&spn=0.004689 ,0.009377&t=h&z=17&om=1 - the roundabout is also seen on the top Wooster Collective photo.

Artist Florentijn Hofman has done similar things in the past, including painting roads yellow
