It’s a Fiat 500 variant, called the Fiat Jolly. Really, really quite rare anymore.

Nick’s right about the Prisoner! They used Mini Mokes ( http://en.wikipedia.org/wiki/Mini_Moke ) on that show, and that’s the first thing I thought of when I saw this as well.
