Shopping Bag + Subway Grate = Art?

German artist Richard The tied shopping bags on to subway grates in New York City - as the subway train passes, the air flowing through the grates will inflate the bags, creating an "ephemeral sculpture."

Now, is this art? Link [embedded YouTube]

I was watching some art show on PBS (I think it was called Egg) and it was about a guy that built a machine to function like a stomach, so it basically produced artificial poo that he called art. It was an installment in some art gallery for a while and everything.
