   I would like to know how they did those neon-esque effects, like that cingular commercial (I think). any information would be appreciated.

   Same way they did this. Take a camera, lower the shutter speed adjust aperture if necessary and take pictures waving a light around XD

   To do animation you just keep taking pictures, hence why in the commercials you can actually see the massive amount of time that goes by as morning arrives at the end.
