It IS for an insurance company. A Dutch one in fact, now called "Centraal Beheer Achmea". They started a campaign in 1986 based on visual jokes like these, with great succes. Their tagline "even Apeldoorn bellen" is now used as a wisecrack for similar situations, and as captions (Googling "even Apeldoorn bellen" yields several pictures of unusuals mishaps).

Don't believe it Ted - Yak Boy is just kidding - the truth is that Central Beheer has some thousand photographers on the payroll, who are strolling around all days making bazillions of photos and a commission ahead of 100 subcommisions which are of course on top of another 100 subsubcommsions are deciding which photo to take for the 1 ad a year .
That's the whole truth as I have heard this from somebody who knows somebody who's mother is the hairdresser of a woman who's grandson is ... ahh I can't get it all together - but trust me, I know it for sure!

PS: OK - rumors are going that google have bought the insurance photo archive and and will go publishing it under some strange name like streetview... But that's to strange as who really would be interested in something like street views...

It looks to me as though they have photographed the stationary vehicles, and then used photoshop to blur the background to give the illusion of movement.
