Hah, this is too funny! I wonder how many motorists this encourages to roll the windows down and turn up the radio or just blare their horns? It’s just sweet revenge upon the sweegee moochers that infest our cities.

I was gonna say why do the homeless get special consideration in this matter? The general public doesn’t give a damn about disrupting anothers’ peace & quiet… as evidenced by their non-stop racket.

This is not a municipal sign. It’s somebody’s wonderful idea of how to make people more aware of homelessness.

It’s meant to be a little incongruous and absurd, so, in a way, it is humorous.
