Bill poster's hammer or advertising hammer, the clip near the head holds a tack and the lower clip holds an advertising card, the long handle allows the card to be posted high above normal reach, so it can't be stolen.

Looks like it may be for putting up Posters or advertisements,

The clip on the side is used to hold the nail/tack to the head. Also looks like the handle is two parts and screws together.

The head seems too small for a polo mallet. My guess would be a wheel-tapper's hammer (tap the wheels of a train - if it makes a clear sound, it's good, a dull thunk means it's cracked). However, the handle seems a little long for that.

This is the 'kurtzen' teegle hammer. Its introduction at the 1844 Wastenhal conference of Remblemanner caused a minor scandal and gave rise to the slogan 'Komm und Drang!' With the exception of Argentina, which had outlawed Resten-kepling as a sport or vocation in the previous year, its use was universally adopted and the 'Lang' teegle hammer was held up as an object of derision.

you pop the tack in the side brace give it a wee tap to secure it then spin the head round and thump the bugger home.
