That looks almost exactly like a gadget that i bought for my sister once- it was a little pink seal keychain that flipped open to reveal a low power stungun. No, really!
It was made for women to carry on subways in Japan, and zap gropers with.

Stungun!? Oh, yeah Japans subways are pretty dangerous for women, hence, the reason why a women’s only train car is being implemented.
