On the Russian website there are shots of many types of "Street Trains," which aren't that odd for Europe since many cities have trolley/public transit tracks at street level. The steam trains pictured may have been a historic or museum piece being transported to another city, since there appears to be a police escort ahead of all the old locomotives but not the newer (diesel?) ones.
