They're simply orders from the president to officers in the executive branch as to how they should carry out the laws passed by Congress. A necessary action because all laws have certain levels of ambiguity. Congress can, and does, override executive orders by revising statutes and the courts occasionally find executive orders illegal or unconstitutional.</description>
