I’d either go for vaccination or antibiotics. As for the condom, I guess a lot of rightwing people would then demand that ‘abstinence’ should be added too.

What about anaesthetics? No way in hell I’d undergo any serious surgery without them.

I would have to go with sanitation. That’s the beginning of everything; the most basic medical practice.
