Not a bicycle, not really even a swiftwalker which predates the bike. Notice the wheels are not in the same plane, in a way that is unlike any steering method I am familiar with. Anyway, there is nothing to get. Somebody made it, threw it together its certain, because driftwood forks are not really going to last very long, and failed forks = ouch. Sculpture. I would point out the wiring behind it, seems to be of about the same quality and workmanship.
