Looks like a deep sea Rat Tail fish of the family Macrouridae. The fact that it’s eyes and swim bladder are distended suggests it was line caught or surfaced rapidly.

One of my blog readers has also identified it as a rattail or grenadier. There’s an article on it in Wikipedia and the picture looks like the same fish.

She even found a recipe for Mizo-Glazed Grenadier Fish at Epicurious.com, just in case one washes up on a beach near you.
